But as electric scooters and bicycles become more common along the route, concerns about safety are increasingly dominating the conversation.
During peak summer months, the promenade is often packed from early morning until sunset. Residents and visitors alike have raised worries about fast-moving e-scooters weaving through pedestrians, sometimes at high speeds and without helmets. For many, the issue isn’t the presence of scooters, but how they’re being used.
What the rules say
Despite some public confusion, e-scooters and bicycles are legally permitted on the promenade. According to Sea Point ward councillor Nicola Jowell, a previous ban on wheeled devices was lifted in 2013, allowing shared use of the space by pedestrians, cyclists and scooter riders.
However, the growing number of complaints suggests that shared use isn’t always working smoothly. Pedestrians have reported near-misses, particularly during busy periods, while joggers and families with children say they feel increasingly vulnerable.
City response and ongoing concerns
The City of Cape Town has acknowledged the complaints and says promenade rangers are present to engage with riders and encourage safer behaviour, rather than issuing fines. The focus, for now, is on awareness — slowing down, being alert and respecting others using the space.
A previous City survey explored whether wheeled vehicles should be restricted or banned at certain times, but most respondents opted against a full prohibition. As a result, scooters remain part of the promenade landscape, even as concerns continue.

For travellers exploring Sea Point on foot, the promenade remains a must-visit, but it’s worth being extra alert:
- Expect mixed traffic, especially on weekends and during school holidays
- Be cautious of scooters approaching from behind, particularly in crowded sections
- If hiring or riding an e-scooter, slow speeds and helmets are strongly encouraged
The Sea Point Promenade is designed to be enjoyed by everyone, but as Cape Town adapts to new modes of transport, the challenge remains finding the right balance between convenience, recreation and safety, especially in one of the city’s busiest public spaces.
