The United Arab Emirates published revised 2026 regulations on categories of visa-free and visa-on-arrival entry. Six other nations, including South Africa, are now eligible for a conditional visa upon arrival, subject to stringent residency requirements, Cape {town} Etc reports.

The UAE has reportedly introduced a new visa-on-arrival arrangement for eligible South African passport holders, making travel more convenient for those who already hold long-term residency in several approved countries.
The move, announced by the UAE Ministry of Foreign Affairs, forms part of the country’s wider efforts to strengthen tourism, business and international investment while simplifying entry procedures for qualifying visitors.
Who qualifies for the new visa on arrival?
The new rules came into effect on 25 June and apply to holders of ordinary South African passports, as well as their accompanying family members, provided they have a valid residence permit from one of the approved countries.
These include:
- United States
- United Kingdom
- European Union member states
- Australia
- Japan
- Singapore
- Republic of Korea
- Canada
- New Zealand
In its official announcement, the UAE Ministry of Foreign Affairs said the initiative ‘reflects the UAE’s commitment to facilitating travel and reinforcing its position as a global destination for tourism, business, and investment.’
Travellers who qualify may receive either a 14-day or 60-day visa on arrival, depending on their individual circumstances and immigration assessment.
Dubai has long been one of the busiest international gateways for South Africans, serving both as a popular holiday destination and a major stopover for travellers heading to Europe, Asia and North America. The latest announcement is expected to benefit business travellers, families and frequent flyers who already live or work abroad under qualifying residence permits.
It is important to note that the new arrangement is not available to every passport holder. Instead, eligibility depends on holding valid residency in one of the listed countries before arriving in the UAE.

That means South Africans travelling directly from home without one of these residence permits will still need to follow the standard UAE visa application process.
The visa-on-arrival programme is only one part of the UAE’s broader entry system. Citizens of dozens of countries continue to enjoy visa-free access, with some allowed to stay for up to 90 days within a rolling 180-day period, while another group qualifies for shorter 30-day visa-free visits.
Authorities have encouraged travellers to check the latest immigration requirements before booking flights, as entry rules differ depending on nationality, passport type and residency status.
The UAE Ministry of Foreign Affairs said the latest changes are aimed at making international travel more accessible while supporting the country’s growing role as a global tourism and business destination. As the ministry noted, the new policy is intended to ‘facilitate travel’ and strengthen the UAE’s appeal for visitors from around the world.
