The Cape of Good Hope SPCA, supported by the City of Cape Town’s Law Enforcement: Animal Control Unit, executed a court-ordered rescue of a large number of dogs and cats from a property in Athlone on Wednesday, Cape {town} Etc reports.

The operation underscores urgent concerns regarding the regulation of animal keeping on residential properties across the city.
The case highlights the challenges faced when individuals operate unofficial rescues from their homes, with one local resident accumulating an unmanageable number of animals under the guise of animal rescue.
Mayco for Safety and Security, JP Smith, emphasised the repugnant conditions the animals were kept in, stating that they had become unhygienic and posed serious animal welfare concerns. Residents nearby reported persistent noise and unpleasant odours, turning the situation into an ongoing nuisance.
‘This did not begin with officials simply arriving and removing animals,’ Smith explained. ‘Complaints had been received from neighbours, and the owner had previously been served with notices and warnings. Despite being offered opportunities to resolve the situation, these interventions did not yield any improvement,’
The SPCA consequently approached the court and secured a warrant to facilitate the removal of the animals.
City Animal Control officers are now addressing violations related to the Animal Keeping By-law, which seeks to regulate the number of animals that residents can keep at home.
Smith remarked, ‘Much of the recent public discourse surrounding the draft Animal Keeping By-law has focused on the essential need for our City to regulate animal ownership,’
He added that without robust regulations, anyone could accumulate dozens of animals in residential areas without consideration for hygiene or the welfare of the animals and surrounding neighbours.
Smith emphasised the importance of finding a balance between the rights of responsible pet owners and the welfare of animals.
He noted, ‘Having good intentions does not automatically mean that a person has the facilities, resources, or ability to care properly for an unlimited number of animals,’ The draft Animal Keeping By-law aims to ensure that standards are enforceable to prevent situations like this from recurring.
The SPCA’s Inspectorate team articulated the necessity of accountability, stating, ‘The individual responsible for these animals considers themselves an animal rescuer, but the term ‘rescuer’ carries a weighty responsibility to provide proper welfare,’
After numerous warnings and opportunities for improvement led to no changes, the SPCA took action to protect the animals involved.
As part of public outreach efforts, the draft Animal Keeping By-law is presently open for feedback. Smith encouraged residents to participate actively by reviewing the provisions and proposing adjustments that can enhance the regulatory framework while protecting all stakeholders involved.
‘Cases such as this epitomise why regulation cannot be ignored. The goal is to develop workable legislation that safeguards responsible animal ownership, protects neighbours from disturbances, and most importantly, ensures the welfare of the animals themselves,’ he concluded.
